Historic Overview

The William Penn Party was organized in Philadelphia on 1/24/1909 as an outlet for candidates who sought various reforms of the city government. Philadelphia legislation stated that a political party needed 2% of the vote to retain ballot status. When the William Penn Party failed to get the requisite 2% in the 1910 elections, its organization met (12/16/1910) and voted to continue as a party. By that time, however, most of its members had moved to the new Keystone Party, and the William Penn Party failed to field further candidates.
